Kansas Representative Gene Suellentrop is a supporter of the Kansas budget experiment known as the "march to zero" for income taxes. In his nephew's social circles, on the east coast, that position is hard to understand. So the nephew decided toimmerse himself in his uncle's world, just as a legislative session turned upside-down by budget debates got underway.
