Kansas City, MO – Two proposed constitutional amendment have been barred from the November ballot in Missouri. The Secretary of State Robin Carnahan rejected the two petitions proposing restrictions on the use of eminent domain and an annual spending cap for the sate government. Secretary of State's spokesman Mike Seitz says state law requires petitions to be separated by county and numbers and supporters failed to follow the procedure.
Mike Seitz: "You could call it a technicality, but it's pretty cut and dry the way petitions have to be organized when they're turned in. They have to be turned in a certain way, and in this case, they just weren't."
Both measures were sponsored by Missourians in charge, a group which spent more than one-and-a-half million dollars collecting signature. That money came almost entirely from a New York real estate developer.
