Historically, young people have been much less likely to vote than older Americans.

That trend has started to change in the past few presidential election cycles, especially in 2008, when a census report found that 49 percent of those ages 18 to 24 who were eligible to vote participated in the presidential election.

There's no waiting in line at O'Fallon City Hall. A half-dozen election volunteers have been eagerly hoping that more people will turn up for Tuesday's Republican primary.

After five hours, they've seen a grand total of 33 voters. Normally, the City Hall precinct gets about 250 people to turn out for a primary.

"We haven't had many," says Vince Scully, a retired printer and election official. As for a late rush in the evening, he says, "We won't have that today."

The reason is that Missouri's primary is nonbinding.

Missouri's chief election controller predicts more voters than usual will be at the polls next Tuesday. The past two midterm elections, turnout stood very close to 17 percent. So 24 percent, as predicted, is a high figure.
